The real challenge for the country's tax reform

The tax burden in Italy is at a particularly high level and this has traditionally been attributed both to the extraordinary size of the debt, which the underground economy.

According to Istat, 2009, the Italian tax burden is 43.2%. It 's the highest level since 1997, when the tax burden reaches 43.7% of GDP, the highest level ever. place Italy in 6th place after France, but recorded an annual reduction of 1.2 percentage points of GDP. Italy overcomes that Finland has been decreasing by 0.1 points of GDP. Overall, at European level, the tax burden falls by 0.8 percentage points of GDP.

43.2% of 2009 tax burden is the tax burden of 29.1 and 14.1 of pressure to pay. In European comparison, mainly limited to the euro countries, shows an excess of tax burden in 2009 is expressed in a + 4.5 points of GDP on average. Of course the major reforms, including the tax would require a more peaceful and political climate in this period, with the current political climate, there is no horizon, no tax reform. I believe that the policy should be able to delegate the work of preparation, the major tax reforms, in fact, born in parliament, but through the work entrusted to a few investigations that have the technical competence to carry out deep economic and legal considerations.

Va garantita la certezza delle regole per rilanciare la fiducia.  E’ un’esigenza che soprattutto noi che svolgiamo attività di assistenza e consulenza in ambito tributario, ci scontriamo ogni giorno con un livello di complessità inutile che determina mille micro-adempimenti e autentiche perdite di tempo.  Serve infine fermezza nella lotta all’evasione, senza dimenticare la giustizia tributaria, evitando di pensare solo alla riscossione dei tributi.  La speranza è che non si continui a fare confusione tra efficienza (che attiene al rapporto tra fisco e contribuente a 360 grafi e in modo bidirezionale) e ferocia (che attiene alla sola efficacia nella riscossione dei tributi). Cosa ci aspettiamo dalla riforma fiscale?.  L’aspettativa è fortissima, ma siamo incatenati ad un livello di spesa e di entrate che ci penalizzano. Su questo la politica promette, promette, ma non riesce a fare nulla. Nella nicchia di bassa crescita si annidano infine rendite di posizione; sicuramente anche le grandi imprese e le grandi banche non sarebbero contente di interventi tesi ad innalzare il tax rate reale, molto più basso rispetto alle piccole e medie imprese.
